Billy was a native of St. Petersburg FL, and resident of Tampa for 45 plus years. He attended Hillsborough County Schools and was employed as a metal cutting facility operator for Thompson Architectural Metals. Billys life story will forever remain in the hearts of his children, 7 sons, 2 who preceded him in death, Adrian and Sedrick Webb.

He leaves to cherish his memories: 5 sons, Billy Phillips, Jr. and Ricardo Williams (Stephanie) of St. Petersburg, FL, Andre and Isaac Webb of Tampa, FL, Lamond Webb of Gainesville, FL; 2 daughters, Natasha Sweet (Nate) of Zephyrhills, FL and Tangela Webb of Tampa, FL; 21 grandchildren, 1 preceding him in death; 12 great-grandchildren; 2 brothers, Anthony and Keith Phillips of Tampa, FL; 2 sisters, Tangelia Esalomi (Jonathan) of Tampa, FL and Alberta Phillips of St. Petersburg, FL; uncle, Willie James of Orlando, FL; 2 aunts, Tamer Murphy of St. Petersburg, FL and Dollie Mae Richardson of Tampa, FL; special friend, Deloris Green; a host of sorrowing nieces, nephews, cousins, and friends.
