Dr. Whitmore was born on October 15, 1947, in Tampa, FL to David Green, Sr. and Juanita Green. Dr. Whitmore was a proud graduate of Middleton High School and began her career in healthcare as a registered nurse after earning her Associate in Applied Science in Nursing in Rochester, New York. Her passion for education and public service led her to pursue and attain multiple degrees: a Bachelor of Science in Nursing from Florida Southern College, a Master of Science in Health Education from Nova University, a Director Certification in Career & Technical Education from the University of South Florida, and ultimately, a Doctor of Philosophy in Health Administration from Kennedy-Western University. Dr. Whitmore served the Hillsborough County School District for fifteen years as Supervisor of Health Science and Public Service Education. In this role, she planned, developed, and implemented impactful career and technical education programs. Under her leadership, high schools introduced vital programs in firefighting, emergency medical technician training, practical nursing, biomedical sciences, and pharmacology. She also championed teacher development, wrote curricula for both middle and high school programs, and administered the Community Emergency Response Team (CERT) Grant under Homeland Security. Additionally, she provided continuing education under the Florida Board of Nursing and promoted industry certification through the Florida Department of Education.

She retired from the education and health field after 33 years of service. Dr. Whitmore was deeply involved in her community and faith. She was a faithful member of New Mt. Zion Missionary Baptist Church and held leadership positions in several organizations, including serving as President of the Health Awareness Team of the Progressive Missionary & Education Baptist State Convention of Florida. She was also Assistant Director of Health Care Advocacy and Treasurer of the Health Awareness Team for The National Baptist Convention of America International, Inc. She proudly served for over 25 years as a member of Alpha Kappa Alpha Sorority, Inc.

Dr. Whitmore was preceded in death by her loving parents, David Green, Sr. and Juanita Green; brothers, David Green, Jr. and Dozier Green, Sr.; aunts, Cosette R. Watkins and Hattie Mack.
