Mr. Erling Lee Frasier, affectionately known as "Earl," was born on February 11, 1955, in Charleston, South Carolina. From an early age, Earl displayed a love for learning and a warm, engaging personality that would remain with him throughout his life. From an early age, he demonstrated a strong work ethic, leadership, and care for others. He pursued higher education at Tuskegee University, where he earned a bachelor’s degree in history, laying the foundation for a life dedicated to service and helping others. He joined Army ROTC while attending Tuskegee University. Upon graduation in 1978, he was commissioned into the Army as a Second Lieutenant. He proudly served for 5 year touring in Alaska & Korea. Earl devoted his professional career to the Department of Children's Services, where he worked with compassion and integrity, making a meaningful difference in the lives of countless children and families. His commitment to serving others reflected the kindness, patience, and generosity that defined his character. Outside of his career, Earl embraced life's simple pleasures. He enjoyed spirited games of cards, relaxing days at the beach, listening to music, and preparing delicious meals for those he loved. A devoted football fan, he faithfully cheered for his favorite team, the Washington Redskins, and never missed an opportunity to share his enthusiasm for the game. Whether surrounded by family, friends, or neighbors, Earl's easygoing nature and welcoming spirit made everyone feel at home. Earl will be remembered as a loving husband, devoted father and grandfather, proud great-grandfather, caring uncle, and loyal friend. His quiet strength, unwavering love for his family, and generous heart leave a legacy that will forever be treasured. 

He was preceded in death by his father, Paul Givens; mother, Edna Frazier-White; brother, Anthony Frazier; and sister, Doreen Frazier. 

He leaves to cherish his precious memory his devoted wife, Joan Frasier; loving daughters, Sheila Wayne (Michael), Brandi Dailey (Eric) and Melisa Boone (Andrew); grandchildren, Jordan Tatum, Jeremey Boone, Michael Wayne III, Beric Dailey, Mason Wayne and Baricca Dailey; great-grandson, Sevyn Tatum; nieces, Catina Frazier, Lashana Frazier-Johnson and Ashley Heyward; nephew, Jovar Heyward; along with a host of siblings, nieces, nephews grandchildren, great-grandchildren, extended family members, dear friends, and all whose lives were blessed by his kindness and love.
