Obituary

Mrs. Frances W. Pascoe was born on December 26, 1932, to the late Frank Williams, Sr., and Pinkie Bozeman. Preceding her in death, were her parents, Frank and Pinkie Williams, her husband, Waldie Pascoe; sons, Harold Williams and Michael Pascoe; siblings, Marvin Jackson, Evelyn Cohen, Mildred McNair, Frank Williams, Jr., and Lillian Tolbert (Rudolph).; nephew, Stanley Tolbert; nieces, Ethel McQuay and Joyce Ann Harris.

Mrs. Pascoe was born in Ybor City, Florida, and received her education from the Hillsborough County Public School System. Frances was joined in marriage to her loving husband, Waldie Pascoe for 43 years, at his time of death, and to that union one (1) child, Michael was born. They moved to Progress Village in 1960 and were active members of the Progress Village Civic Council. She was the owner of Frances Pascoe Barber Shop in Progress Village which she purchased in 1968. She retired after more than 50 years of cutting hair. Frances attended and graduated from the Tampa Barber College. She was originally turned down because she was a black female. When Frances was allowed to enroll; she was not allowed to dine with her classmates at the restaurant. With hard work, long studying hours, and determination, Frances graduated as one of the top students and became the 1st licensed female barber in Tampa.

Frances began her Christian walk at a very early age while attending St. Peter Catholic School and Church located in Central Park. She continued her Christian walk by joining and becoming a dedicated member of St. James African Methodist Episcopal Church (Victory AME) of Progress Village until her demise. She served on the Pastors Aid Board and was a member of the Thursday Morning Prayer Meeting Group. Mrs. Pascoe, and her husband, enjoyed hosting their annual New Years Eve party for family and friends. The block would be lined with cars on both sides of the street at their event. They served food and drinks to all who attended. At midnight the music and partying would stop, and the guests would begin praying and giving thanks. She and her sisters would gather in her bedroom on their knees and praised God for a new year. She enjoyed attending plays and the Ebony Fashion Show at the Tampa Bay Performing Arts Center.

Her other hobbies included painting, sewing, and building. There was never a challenge that Frances wouldnt face. She would make her way to family and friends building and making things for their homes. If she could get her hands on a hammer, saw, nails, and screws, she would hammer until the early morning hours. Frances enjoyed spending time at the Martin Luther King Center with friends while crafting ceramics which she would sell to her barbershop customers. Her passion was traveling and cruising with her husband, family, and friends. Frances was an experienced bowler and bowled on several leagues.

She leaves to cherish her memories: one (1) brother, Robert Williams (Ruby); nieces, Sandra Williams, Judy Ellis, Sheila Nichols, Deborah Burt (John Henry), Marlise Tolbert-Jones, Bridgette McNair and Ann McNamie; nephews, Teddy Ricks, Ronnie Tolbert (Anna), Rudolph "Pete" Tolbert (Donna), Reginald Tolbert (Natalie), Harold Ricks and Darryl Tolbert (Tameka); brother-in-law, Leslie Pascoe (Pauline); daughter-in-law, Veronica Braddy-Pascoe; life-time friends, Lois Scott, Beverly Webb the Canty family; her great-nieces/assistant caretakers, DeShontia and Damani Jones; her loving families: Tampa (Pringleys), Miami, Inverness, New York, Jamaica, Las Vegas; her Endive neighbors, and the entire Progress Village Community and family.
