Fredrick was born on December 18, 1974, in Tampa, FL, to Cleo Owens and Alma Miller. Whether he was standing by the water's edge with a fishing pole in hand or running across the yard playing games with the children, Fredrick came alive when he was outside. Nature, laughter, and the company of family were where he felt most at home.

He was preceded in death by his father, Cleo Owens; grandparents; aunts, Rosa Cooper and Vickie Harris; uncle, Vincent Hopps, Sr.; step-father, Hayward Miller; and cousins, Season Hopps and Minnie Shabazz.
