Israel was born on February 12, 1936, in Ro Piedras, Puerto Rico, to Toms Villegas and Ana Ortiz. He loved listening to music, and dancing, he was an avid reader and enjoyed working out, and fishing. He was preceded in death by his parents, Toms Villegas and Ana Ortiz, a host of siblings and other relatives.

He leaves precious memories with his wife, Lillian Nazario Villegas; children, Lillian E., Raul I., Eddie N., and Dorka A. Villegas; grandchildren, Krishna Guilbert, Abdiel and Isha Davila, Eddie Edgar and Tamisha Villegas, Adianez and David Villegas, Taina Fuentes and Grecia Rosario; great grandchildren, Xion and Emily Pacheco, Amahia, Valentina, and Caleb Villegas, Jaden Guilbert, Jelani Bonilla, Jeril and Arianix Davila, Angel Gabriel, Luis Angel, and Caleb Gabriel.
