Joe was born November 26, 1931, in Ramer, Alabama and was one of 17 children. He served our country in the U.S. Navy from 1965 1967 and in the Reserve until 1971. He worked in the Steel Industry as well. He was an amateur boxer and loved working out, lifting weights, taking long walks, and visiting the Senior Center. He lived in San Francisco, California for over 40 years. He was a member of Old First Presbyterian Church for over 40 years. He chose to call Tampa his home.

Joe was preceded in death by his parents, Math and Essie Phean Ballard and 15 siblings.

He leaves to cherish his memory, one daughter, Zephia Ballard, San Antonio, TX; granddaughter, Kenya Williams; grandson, Zachariah Williams; caregiver/like a daughter/special niece, Jeffrie (Larry) Miller; one loving and devoted brother, Hoover Ballard; nieces, Pastor Collier Williams, Jackie Archibald, and Katrina Ballard; all of Tampa, FL.; special niece, Sandra Bell, Clinton, MD; grandniece, Mackenzie (Nicholas) Willis, Camp Springs, MD; nephew, Willie (Bay) Ballard; and a host of other nieces, nephews, family and friends.
