Johnny Oats was born June 11, 1958, in Blytheville, Arkansas to the late Peter and Cora Oats. He later moved to Tampa, Florida where he was a devoted residence of the Port Tampa Community.

Johnny leaves to cherish memories with his wife; Robin Oats; four children; Tameka Oats(Marvin), John Oats (Keshia) Amanda Oats and John Oats Jr.; twelve great-grandchildren; Steven Oats, Jonae Oats, Marvin Carter Jr., Marlon Carter, John Oats Jr., William Mckinney Jr, Ajanae Mckinney, Markeria Carter, Anaeja Mckinney, Jia Oats, and Azaria Mckinney; one great-grandson; Marlon Carter Jr.; two uncles; Donald & Robert Smith, a host of Loyal cousins, a village of devoted friends and the Port Tampa Community.
