Leroy nicknamed "Picas" was born on February 7, 1938, in Colon, Panama., to Arthur and Iris Matilda Mitchell Pomare. He loved cooking and watching sports.

He was preceded in death by his parents, Arthur, and Linda Pomare; sister, Julieta Russell Allen; daughter Sandy Waugh; and granddaughter, Alexis Ingram.

He leaves precious memories with his wife, Clara Russell; children, Silka Russell Holland (Carlton), Virginia Russell Rue, Leroy Sebastian Russell, and Stanley Anthony Russell; grandchildren, Gregory Russell, Albert Holland, Christopher Holland, Jasmonde Holland, Alicia Woods, Vaughn Waugh, Janessa Waugh, Ana Ingram, Kaina Ingram, Perulin Ingram, and Antonio Warren; a host of great grandchildren; sister, Cynthia Howard (Gilbert); and a host of other family members and friends.
