Louis was born on August 31, 1950, to Emmy Hill and Felder J. Dessesseau in Tampa, Florida. He loved, watching football and western movies, listening to music, and shopping. He also loved talking on the phone with family and friends, as well as going to events. He was a member of Cyrus Green Senior Citizens Group, Oaks @Riverview Group, and New St. Matthews Missionary Baptist Church.

He was preceded in death by his parents, Emmy Hill and Felder J. Dessesseau; sister, Deborah Milton; and brothers, Frank Dessesseau, and Charlie Riggins, Sr. He leaves cherished memories with his daughters, Prof. Vonzella D. Desseau, MBA, and Prof. Shakitha L. Desseau; grandchildren, Nekiya D. Desseau, and Kyrease M. Desseau; great-grandchild, Nariah R. Robinson; brother, Felder J. Dessesseau, Jr.; sisters, Marion Gyden (Walter Sr.), Valerie Buchanan, and Hazel Brown; and a host of nieces, nephews, and cousins.
