Mark J.Council, Jr. was born in Tampa, Florida, on June 8, 1957. He was the third child of the late Mark Council, Sr., and Geraldine J. Chastain. Mark received his education in the Hillsborough County Public School System. He was a graduate of Chamberlain High School, class of 1974. Mark was employed at Meacham Company for 13 years. He later attended technical college, where he received a certification in air conditioning and refrigeration. Mark was well-known in the Jackson Heights community as a handyman. He was baptized at an early age at Greater Mt. Carmel AME Church. After many years away from the church, he found his way back where he served faithfully on the Usher Board until his demise. Mark was called to rest on Saturday, March 2, 2024, at 5:25 a.m.

Remembering and mourning his loss are his siblings, Sylvia McRae, Debrah Coy, Donna Burton (Joseph), Marvin Hardy (Linda) and Marena Hardy; nieces and nephews, Pamela Coy, Tameka Wilson, Kevin Coy, Jamilya McAllister, Monica Coy, Ashley Hatcher, Christopher McRae, Irvin Singletary, Jr.; great nieces and nephews, Eldridge Reed III, Eddrick Reed, Malik Wells, Mahogany Coy, Kristen Hadley, S. R. Roberts IV., Zharia Wilson, Chris McRae, Kevin Coy, Jr., Shamariah Priester, Dominick Roberts, and Jamil Mayo; cousins, the McDaniels, Levys, Shermans, and Hendricks families, and a host of other sorrowing relatives and friends
