Mr. O.W. Phipps, Jr., of Tampa, passed away on Sunday, March 20, 2016. He was born on November 28, 1955 in Natchez, Mississippi. He leaves a devoted wife, Edna Phipps; daughters, Jasmine Phipps, Laverne Tennessee, Jamara and Anika Phipps; parents, O.W. and Lizzie Phipps, Sr.; brother, George Phipps (fianc, Sylvia Cooper), Washington, GA; sisters, Debra Brown, Delina Phipps-David and Cora Scurry, all of Los Angeles, CA; and a host of other family members and friends who will cherish his memory. The funeral service will be held in Natchez, Mississippi.
