Portia was born on October 20, 1958, in Tampa, FL, to Carolyn Steverson and Frank Kennedy.

She was educated through the public school system of Hillsborough County. She was a member of the 1977 graduating class of Chamberlain High School. She went on to earn her associate degree from Hillsborough Community College. She completed her work experience with Hillsborough County working at the State Attorney's office, the water department, the museum of science and industry (MOSI) and eventually retiring from the Tampa Fire Department. She also worked for many years at Seminole Bingo (pre-Hard Rock Cafe) and the Straz Performing Arts Center. Portia made Winter Haven home once she retired. She was a devoted aunt to her nephews and was affectionately known as "Tee Tee Portia". She had an avid collection of frogs in her early days, and she loved her coffee. She was known for her red wine nail polish and lipstick. It was the only polish and lipstick she wore. Anyone who knew her knew Michael Jackson was always playing in her car. She was always on the go. Cleaning and retail therapy were her hobbies outside of spoiling and spending time with her nephews.

She leaves behind a small circle of family and friends who will miss her and hold on to her memory.

She was preceded in death by her father, Frank Kennedy; stepfather, Johnnie Lee Steverson; aunt, Catherine Blocker; sister, Sherry Williams; cousins, Rashad Blackmon, Elizabeth Futch, Yasmeen Jolly, and Kathy Jolly. She leaves precious memories with her mother, Carolyn Steverson; sisters, Nitika Kilpatrick (Timothy), and Jacqueline Kennedy Haynes (Anthony); aunts, Jacqueline Walker (Sonya), Betoria Watson, and Clydell Marshall; brothers Franklin Kennedy, and Travis Kennedy; uncle, John Walker (Patricia); niece, Latoiya Remy (Jean); nephews, Devin Walker, Kellen Davis, Jhavery Kilpatrick, and Timothy Kilpatrick, Jr.; cousins, Don Blocker (Silvia), Paula Gaskins, Jacqueline Cochran (Willie), Angela Beaty, Karen Redding (Joe), John Walker, and Keith Walker; life companion, Hakeem Rasheed; devoted friend, Pam Player; and family friend, Crystal Woods.
