Obituary

Major Robert Carl Oates, a devoted husband, father, grandfather, and a distinguished public servant. He was born on July 3, 1944, also in Tampa, Florida. Robert's life was marked by profound faith, exemplary leadership, and unwavering dedication to his family and community. He was a retired major for the Hillsborough County Sheriff's Department. A lifelong learner, Robert graduated from the University of South Florida with a Bachelor of Science degree in education. He furthered his training at the FBI National Academy and later earned a doctorate in theology from Life Christian University—a testament to his intellectual discipline and devotion to spiritual study. Robert's professional and civic accomplishments were many. He served with distinction in law enforcement and was a proud member; and former Florida State President—of the National Organization of Black Law Enforcement Executives (NOBLE). In 1990, he served as President of the Police Athletic League (PAL) of Tampa, demonstrating his commitment to uplifting youth and strengthening community relationships. A man of deep faith, he was an ordained Elder at Brown Memorial Church of God in Christ, passionately spreading the gospel and mentoring others in their walk with God. Creative and reflective, Robert also enjoyed writing poetry and studying scripture. He loved watching football, fishing, and spending cherished time with his grandchildren. Those who knew him best describe him as insightful, magnanimous, faith-filled, and wise; a man whose presence brought comfort, encouragement, and inspiration. Robert's memory lives on in the countless lives he touched, the lessons he taught, and the example of integrity and devotion he set for all who loved him.

Robert was the son of Jesse Oats and Annie Will Fulton, both of whom preceded him in death. He was also preceded by his siblings, Jesse Oats, Sr., Willie James Oates and Rose Mary Nelson, and nephew, Carlton Oats, Jr. He leaves to cherish his memory his loving wife, Barbara Oates, who faithfully walked beside him through life's many seasons. Robert was the proud father of four daughters: Nina L. Bellamy (Colavito), Rhonda C. Coleman, Dr. Robin K. Woodberry (Powell), and Nicole C. Jones (Darron). His legacy continues through his grandchildren, Colavito Bellamy II and Ashley Bellamy, Kristen Martin (Brian), Anastasia Slaughter (Devon), Jarod Jones, Joshua Coleman, Xavia Jones, and Miles Jones; great-grandchildren, Noah Slaughter, Eden Martin, and Shiloh Slaughter, all of whom he deeply adored. Robert is also survived by his brother, Carlton Oats (Linda) of Mesa, Arizona; sister-in-law, Pastor Betty Oats; nieces, Donna Hills (Thomas), Kamilah Nelson, and Raven Henton; nephews, Jesse Oats, Jr. (Judy) and Quame Nelson, and a host of cousins who will forever remember his wisdom, generosity, and love.
