Rutha was born to the late Albert and Maud Mitchell on February 25, 1940 in Tampa, Florida. She was educated in Hillsborough County, graduating from Middleton Sr. High School, class of 1959. She further studied in the field of culinary and graduated from Brewster Technical School, Culinary of Arts Program. She worked as a cook for J.C. Penny Department store for years and retired after many years. She also worked as a cook for the Shelley Green Diner for years.

She was preceded in death by her parents; brothers, 8 sisters, 1 daughter, 1 son and other family members.

She leaves fond memories and to never to be forgotten with nephew, Zeron McCarthon her caretaker (they loved each other very much); grandson, Gary J. Presley and family; granddaughter, Eboni Burns and family; her only sister, Eugenie Shuler who has been up and down with her; other family members and friends to include, Lavon L. Anderson, Essie Reese, Rebecca Hair and family, Samuel Kennedy, her nephew she raised; Progress Village friends; FBPV family, Keeney Church family, Mrs. Blatch and the Middleton class of 1959 and many more.
