Willie was born on July 21, 1939, in Tampa, Florida, to parents, Jimmy Lee Griggs and Quinnie Carter. Willie enjoyed his time working in the yard and traveling with his beloved wife to see family and friends. They took a beautiful road trip from Florida to Vegas. Willie Carter worked and retired from Portland Cement Company and retired from Yuengling. He ended every call by always saying I love you. We love you too dad. We will miss you so much. Now you can rest in the arms of Jesus until we meet again. We love you always.

Willie was preceded in death by his parents, Jimmy Lee Carter and Quinnie Carter, and sisters, Mildred, Alice, Queen, and Beauty.

He leaves to cherish his memory; a loving and devoted wife, Vernell Carter; his loving children, Anthony, Dwayne, Shilda, and Adora; brothers, Watson Carter, and Kelvin Carter; a host of nieces, nephews, and cousins. Special friends, Willie Williams and spouse and Albert Lee and spouse.
