Willie was born on January 29, 1949, in Tampa, FL, to Willie James Sr. and Ellen Terrell. He loved cooking, going fishing, listening to music, and exploring native African history and culture. Willie attended Middleton High School and is an alumnus of Florida A&M University. He spent most of his career working for the State of Florida Worker Compensation Administration in Tallahassee, FL.

He was preceded in death by his parents, Willie James Sr. and Ellen Terrell; brother, Benjamin Bradley; and sister, Elouise Bradley Byron.

He leaves precious memories with his children, Darius Terrell and Khbero Baker; granddaughter, Haylee Terrell; sisters, Ruby Bradley Thomas and Jimmie Terrell Johns (Bill); nephews, Dennard Thomas, Eric Johns, Kenneth Johns, and Rodney Johns; nieces, Marcia Hair (Claude), Sallye Pierre-Louis (Claude), Patricia Byron, Marlene Newton (Michael), Carla Thomas, Donna Steele, Carolyn Walden, and Toni Johns; cousin, Betty Wright; and other sorrowing relatives and friends.
